Even though she doesn’t have much of a place in the meta as she once did, she’s still considerably powerful and is a better choice to build over most epic cookies.

Her upgraded wave pushes enemies back and deals extra damage to summoned creatures. Though she’s not quite as good as Frost Queen, this makes her very useful in the Living Abyss Guild Battle alongside Blueberry Pie Cookie.
Sea Fairy Cookie has quite a long base-level cooldown time, and the best teams containing her will use her stun ability. This means that chocolate toppings are one of the best choices for her. She can use Sea Salt resonant toppings, but if you don’t have Sea Salt Chocolates on hand, Swift Chocolates also work well.
You also may want to use raspberry toppings to maximize the damage output from her skill, especially in the arena. I’ve found that she usually dies quite quickly in this mode, so you may want to prioritize a stronger attack if she doesn’t have much chance of being able to attack twice. Whichever topping you apply less of, you’ll want to look for corresponding substats on the ones you have chosen. Damage resistance is also good to look out for, especially if you want her to survive in the arena.

A Legendary Spicy Beascuit With Cooldown, Attack, Or Damage Resistance Bypass Substats
As a bomber cookie, Sea Fairy Cookie benefits from the use of a spicy Beascuit. Though she is a water-type cookie, there is currently no water-type Beascuit, so the best choice is a regular legendary spicy Beascuit. If you got particularly unlucky with either attack or cooldown stats, you should consider using some of your Beascuit stats to improve them.

If you’re happy with the build, you should apply some damage resistance and damage resistance bypass to her Beascuit. Damage resistance will stop powerful cookies such as Shadow Milk Cookie from immediately one-shotting her, and damage resistance bypass will allow her to ignore some of her enemies’ defenses.
Even though Sea Fairy is not one of the best legendary cookies in Cookie Run: Kingdom, she can do serious damage when properly built.
